काठमाडौं । रसुवाको भोटेकोशी नदीबाट सुरु भएको विनाशकारी बाढीले निम्त्याएको मानवीय क्षतिको आकार दिनप्रतिदिन भयावह बन्दै गएको छ। राष्ट्रिय विपद् जोखिम न्यूनीकरण तथा व्यवस्थापन प्राधिकरणले बुधबार साँझ ६ बजेसम्म सार्वजनिक गरेको पछिल्लो विवरणअनुसार विभिन्न जिल्लाबाट शव तथा विभिन्न मानव अङ्गसमेत गरी १ हजार २०४ वटा अवशेष फेला परेका छन् भने अझै ४ हजार २१६ जना सम्पर्कविहीन छन्।
प्राधिकरणका अनुसार सबैभन्दा धेरै चितवनमा ३४८ शव तथा मानव अवशेष फेला परेका छन्। त्यसपछि नवलपरासी पूर्वमा २१७, नवलपरासी पश्चिममा २०२, नुवाकोटमा १५५, रसुवामा टिमुरेबाट ल्याइएकासहित ११५, गोरखामा ६९, धादिङमा ६० र तनहुँमा ३८ वटा शव तथा मानव अवशेष फेला परेका छन्।
बुधबार बिहानसम्म नेपाल प्रहरीले १ हजार १२७ शव फेला परेको विवरण सार्वजनिक गरेको थियो। दिनभर जारी खोजीपछि राष्ट्रिय विपद् जोखिम न्यूनीकरण तथा व्यवस्थापन प्राधिकरणले साँझ ६ बजे संख्या बढेर १ हजार २०४ पुगेको जानकारी दिएको हो। यसले खोजी अभियान जारी रहँदा तथ्यांक तीव्र रूपमा परिवर्तन भइरहेको देखाउँछ।
फेला परेका शवमध्ये अहिलेसम्म ९५ वटा मात्रै औपचारिक रूपमा सनाखत गरी आफन्तलाई बुझाइएको छ। ठूलो संख्यामा शव तथा मानव अवशेषको पहिचान हुन नसक्दा सरकार र सुरक्षा निकायका लागि शव व्यवस्थापनसमेत अत्यन्त चुनौतीपूर्ण बनेको छ। फरेन्सिक अभिलेख, फोटो, डीएनए तथा अन्य आवश्यक नमुना सुरक्षित राखेर पहिचान हुन नसकेका शवलाई कानुनी प्रक्रिया पूरा गरी अस्थायी रूपमा व्यवस्थापन गर्ने काम भइरहेको छ। पाँच सयभन्दा बढी शव यसरी व्यवस्थापन गरिसकिएको विवरण सार्वजनिक भएको छ।
सबैभन्दा ठूलो चिन्ता भने अझै सम्पर्कमा नआएका हजारौँ नागरिकको अवस्था हो। प्राधिकरणको पछिल्लो विवरणअनुसार ४ हजार २१६ जना अझै सम्पर्कविहीन छन्। यसअघि विभिन्न समयमा प्राप्त विवरणमा संख्यामा ठूलो उतारचढाव देखिएको थियो, जसको प्रमुख कारण फरक जिल्लाबाट आएका बेपत्ता विवरणको प्रमाणीकरण, दोहोरो नाम हटाउने प्रक्रिया र पछिल्लो खोजीबाट शव फेला पर्ने क्रम भएको अधिकारीहरूले बताएका छन्।
विपत्तिमा परी ३०१ जना घाइते भएका छन्। तीमध्ये कम्तीमा १९५ जना उपचारपछि अस्पतालबाट डिस्चार्ज भइसकेका छन्। नेपाली सेना, नेपाल प्रहरी र सशस्त्र प्रहरीसहित स्वास्थ्यकर्मीहरूले प्रभावित क्षेत्रमा आपत्कालीन स्वास्थ्य सेवा जारी राखेका छन्।
खोज, उद्धार, राहत वितरण, शव व्यवस्थापन र जोखिमयुक्त क्षेत्रबाट नागरिकलाई सुरक्षित स्थानमा सार्न तीनवटै सुरक्षा निकायका गरी २१ हजार ३१४ सुरक्षाकर्मी परिचालन गरिएको छ। यसमा नेपाल प्रहरीका ७ हजार ९१२, नेपाली सेनाका ९ हजार १९९ र सशस्त्र प्रहरी बलका ४ हजार २०३ जना रहेको पछिल्लो विवरण छ।
प्राधिकरणका अनुसार बाढी प्रभावित क्षेत्रबाट अहिलेसम्म ११ हजार ९९३ जनाको उद्धार गरिएको छ। नेपाली सेनाले मात्र हवाई माध्यमबाट २७३ विदेशी र ४ हजार ९१ नेपाली गरी ४ हजार ३६४ जनाको उद्धार गरेको छ। उद्धार तथा राहतका लागि सेनाले सयौँ हेलिकोप्टर उडान सञ्चालन गरेको छ।
घरबार गुमाएका तथा तत्काल आफ्नो क्षेत्रमा फर्कन नसक्ने हजारौँ नागरिकलाई अस्थायी आश्रयमा राखिएको छ। यसअघि सार्वजनिक गरिएको प्राधिकरणको विवरणअनुसार ३ हजार ४५३ जना नुवाकोट, धादिङ, रसुवा र काठमाडौंका होल्डिङ सेन्टरमा राखिएका थिए। प्रभावितको संख्या र स्थानान्तरण निरन्तर भइरहेकाले यो संख्या पनि परिवर्तन हुनसक्ने प्राधिकरणले जनाएको छ।
सरकारले राहत सामग्री सडक र हवाई मार्ग दुवैबाट प्रभावित क्षेत्रमा पठाइरहेको छ। बुधबारसम्म खाद्यान्न तथा अत्यावश्यक सामग्री ३७ वटा ट्रक र ३७ वटा साना सवारीसाधनबाट पठाइएको र १५ बाढी प्रभावित स्थानीय तहलाई ६ करोड ७५ लाख रुपैयाँ उपलब्ध गराइएको सरकारी विवरण छ।
बाढीले मानवीय क्षतिमात्र होइन, सडक, पुल, विद्यालय, स्वास्थ्य संस्था, विद्युत् तथा जलविद्युत् संरचनामा समेत ठूलो क्षति पुर्याएको छ। प्राधिकरणको प्रारम्भिक क्षति मूल्यांकनअनुसार ४१ वटा पक्की पुल पूर्ण रूपमा बगेका र थप चार पुल क्षतिग्रस्त भएका छन्। रसुवा, नुवाकोट र धादिङका विभिन्न विद्यालय तथा स्वास्थ्य चौकीसमेत क्षतिग्रस्त भएका छन्।
प्रधानमन्त्री बालेन्द्र शाहले बुधबार प्रतिनिधिसभामा जानकारी गराउँदै भोटेकोशी–त्रिशूली करिडोरमा सञ्चालनमा रहेका ८ वटा जलविद्युत् आयोजनाको करिब २८१ मेगावाट क्षमतासँग सम्बन्धित संरचना र निर्माणाधीन चार आयोजनाको करिब ३८८ मेगावाट क्षमतासँग सम्बन्धित संरचनामा क्षति पुगेको बताएका छन्। सरकारले प्रभावित क्षेत्रमा विद्युत्, सञ्चार, सडक र खानेपानी सेवा पुनःस्थापनालाई प्राथमिकता दिएको जनाएको छ।
यस विपत्तिको उत्पत्तिबारे वैज्ञानिक अध्ययन अझै जारी छ। प्रारम्भिक उपग्रह अध्ययन तथा विज्ञहरूको विश्लेषणले उच्च हिमाली क्षेत्रमा भएको विशाल हिमखण्ड, चट्टान र माटोसहितको हिमपहिरो/आइस–रक एभलान्च, त्यसबाट नदी अस्थायी रूपमा थुनिएर बनेको जलाशय र त्यसको अचानक विस्फोट वा बहावले विनाशकारी बाढी सिर्जना गरेको हुनसक्ने देखाएको छ। जल तथा मौसम विज्ञान विभागका प्रारम्भिक अध्ययनमा समेत नदीमाथि ठूलो अवरोध बनेर अस्थायी ताल सिर्जना भएको र त्यसपछि पानीको विशाल मात्रा अचानक तलतिर आएको सम्भावना औँल्याइएको छ। तर घटनाको अन्तिम वैज्ञानिक कारण निर्धारण गर्न थप अनुसन्धान आवश्यक छ।
वैज्ञानिकहरूले बढ्दो तापक्रम, हिमनदी पग्लिने दर, जम्ने–पग्लिने चक्रमा आएको परिवर्तन र उच्च हिमाली चट्टान तथा बरफको अस्थिरतालाई यस्ता विपद्को जोखिम बढाउने कारकका रूपमा हेरिरहेका छन्। यद्यपि कुनै एउटै घटनालाई जलवायु परिवर्तनको प्रत्यक्ष परिणाम भनेर निष्कर्ष निकाल्न विस्तृत वैज्ञानिक अध्ययन आवश्यक हुने विज्ञहरूको भनाइ छ।
यसैबीच, बुधबार बसेको प्रतिनिधिसभा बैठकले भोटेकोशी–त्रिशूली बाढी विपत्तिसम्बन्धी विशेष प्रस्ताव सर्वसम्मत रूपमा पारित गरेको छ। संसद्ले खोज तथा उद्धारलाई तीव्र बनाउन, घाइतेको उपचार, विस्थापितको सुरक्षित बसोबास, महिला तथा बालबालिकाको संरक्षण तथा पुनर्स्थापना र पुनर्निर्माणलाई प्रभावकारी रूपमा अघि बढाउन सरकारको ध्यानाकर्षण गराएको छ।
गत भदौ १० गते अर्थात् २६ अगस्ट २०२६ मा भोटेकोशी–त्रिशूली नदी प्रणालीमा आएको बाढीले रसुवाको टिमुरे, स्याफ्रुबेँसी र बेत्रावतीदेखि नुवाकोटको त्रिशूली बजार र देवीघाट हुँदै धादिङ, गोरखा, चितवन, तनहुँ र नवलपरासीसम्म व्यापक क्षति पुर्याएको थियो। बाढीले सयौँ किलोमिटर तल्लो तटीय क्षेत्रमा मानव जीवन, बस्ती र पूर्वाधारमा असर पारेको छ।
अझै हजारौँ मानिस सम्पर्कविहीन रहेकाले वास्तविक मानवीय क्षतिको अन्तिम चित्र आउन बाँकी छ। नदी किनार, भग्नावशेष, सुरुङ, पहिरो प्रभावित क्षेत्र र तल्लो तटीय क्षेत्रमा खोजी जारी रहेकाले मृतक तथा बेपत्ताको संख्या आगामी दिनमा पनि परिवर्तन हुनसक्ने देखिन्छ। अहिलेको सबैभन्दा ठूलो चुनौती बेपत्ताको खोजी, शवको विश्वसनीय पहिचान, विस्थापितको सुरक्षित पुनर्वास र दीर्घकालीन पुनर्निर्माण बनेको छ।

With profound respect, I write to you at an exceptionally difficult moment for Nepal and the Nepali people from Federation of International Journalist, America – FIJA Family.
Nepal deeply appreciates the humanitarian assistance, friendship, and support already extended by the Government and people of the United States following the catastrophic floods and natural disaster that have devastated large areas of the country.
Thank you, Mr. President. Thank you, America.
The magnitude of this tragedy, however, has created an extraordinary humanitarian emergency requiring greater international assistance.
More than a thousand people have reportedly lost their lives, thousands remain missing, and countless families continue desperately searching for their loved ones. Foreign nationals, including Americans and citizens of other countries, Journalists, Mideas have also been affected by this devastating disaster.
Entire communities have been destroyed or severely damaged. Thousands of survivors have lost their homes, livelihoods, property, and access to essential services. Roads, bridges, communications systems, and other critical infrastructure have been swept away or seriously damaged. Search, rescue, relief, medical, and recovery operations continue under extremely challenging geographic and weather conditions.
At this critical hour, Nepal urgently needs stronger international humanitarian assistance, and continued American leadership can make an immediate and life-saving difference.
Mr. President, I respectfully appeal to you and your Administration to consider expanding United States humanitarian assistance to Nepal, particularly in the areas of:
I also respectfully appeal to the United States Congress—including the Speaker and Members of the House of Representatives, the leadership and Members of the United States Senate, and the leadership of both the Republican and Democratic parties—to give this humanitarian emergency urgent consideration and support additional assistance for Nepal.
Nepal and the United States share a longstanding friendship built over decades of diplomatic relations, development cooperation, democratic values, mutual respect, and strong people-to-people ties. Generations of Nepalis have regarded the United States as an important friend and partner.
This appeal transcends politics, parties, governments, and national boundaries.
This is about saving human lives.
It is about parents searching for missing children, children waiting for missing parents, and families desperately hoping to find brothers, sisters, relatives, and friends.
It is about survivors who saw their homes and livelihoods disappear within moments.
It is about providing hope to people who have lost almost everything.
And it is about helping a friendly nation recover from one of the most painful humanitarian tragedies in its recent history.
I therefore also respectfully appeal to the American people, humanitarian organizations, charitable foundations, faith-based organizations, businesses, medical institutions, Nepali-American communities, and all friends of Nepal throughout the United States: Please stand with Nepal during this hour of extraordinary need.
The United States has a long and distinguished tradition of humanitarian leadership and of standing beside people facing disasters and tragedies around the world. The people of Nepal will always remember those who stood with them during this darkest and most difficult period.
Mr. President, Nepal needs America’s continued friendship, compassion, leadership, and greater humanitarian support now.
