गणतन्त्रको जग कति कमजोर र छद्म प्रकृतिको रहेछ मुलुकमा ?!

नेपाल गणतन्त्र घोषित भएको १ वर्ष पूरा भयो । राष्ट्रपतिले शितलनिवासमा औपचारिक कार्यक्रम गरे प्रथम गणतन्त्र दिवस मनाउन । गणतन्त्रको नारा मौलिक रुपमा उठाउने र पछि त्यसको समर्थनमा गिरिजाप्रसाद कोइराला र माधव नेपाल साथै उनीहरुका दलहरु नेपाली कांग्रेस र एमालेलाई आफ्नो पछाडि उभ्याउन सफल पुष्पकमल दाहाल र उनको पार्टी एकीकृत माओवादी शितलनिवासको औपचारिक कार्यक्रममा उपस्थित भएन । उसले आफै एक्लै गणतन्त्र दिवस मनायो ।
गणतन्त्रलाई संस्थागत गर्नुपर्ने मन्तव्य धेरै नेताहरुले व्यक्त गरे । राष्ट्रपति रामवरण यादवले हातेमालो गर्दे दलहरुले शान्ति प्रक्रिया र संविधान लेखनलाई तार्किक निष्कर्षमा पुर्‍याउन सबैसँग आग्रह गरे राष्ट्रका नाममा सम्बोधन मार्फत । उनको भय र व्यथा स्पष्ट थियो । संविधान समयमा नलेखिएमा गणतन्त्र लगायत अर्को राजनीतिक परिवर्तनले मुलकुभित्र र बाहिर मान्यता पाउने छैनन । दलहरुको चरित्र र वैमनष्यता हेर्दा उनीहरु एकै ठाउँमा भेला भएर संविधान लेख्ने र यो प्रक्रियालाई बाँकी रहेको एक वर्षभित्र पुर्णता दिने सम्भावना देखिदैन ।
दलहरुले त्यो बुझिसकेका छन् । त्यसैले गणतन्त्र दिवसका अवसरमा दाहालले नयाँ षडयन्त्रको रहस्योद्घाटन गरे । पुर्वराजा ज्ञानेन्द्रको मध्य पुसमा भएको ३ साता लामो भारत भ्रमणमा राजतन्त्र बिउँताउने दिल्ली र पुर्वराजामात्र हैन अन्य दलहरु पनि तयार भएको दाबी उनले गरे । आफना समर्थकहरुबीच दिएको भाषणमा प्रचण्डले प्रधानमन्त्रीका रुपमा माधव नेपालको नियुक्तिलाई त्यही षड्यन्त्रको एउटा पाटोका रुपमा प्रस्तुत पनि गरे । प्रचण्डले प्रधानसेनापति रुक्मांगद कटवाल प्रकरणमा राजीनामा गरेपछि प्रधानमन्त्रीको कुर्सी खाली भएको हो र माओवादी बाहेकका संविधानसभाका झन्डै ९५ प्रतिशत भन्दा सदस्यहरुको लिखित र प्रक्रियासम्मत समर्थन पछि माधव नेपाल प्रधानमन्त्री चुनिएका हुन् । तर मुलुकमा गणतन्त्रविरुद्ध बाहिरबाट षड्यन्त्र भएको दाबीमात्र गरेर बिना स्पष्टीकरण भाग्ने अवसर या छुट प्रधानमन्त्री भई सकेका प्रचण्डले पाउनु हुँदैन । के प्रधानसेनापतिसँग झगडा गर्न उनलाई दिल्लीले उक्साएको थियो ? के त्यो प्रकरणमा राजीनामा उनले दिल्लीको आदेशमा गरेका थिए । किनकि माधव नेपालको नियुक्ति प्रधानमन्त्री पदपूर्ति गर्ने संवैधानिक दायित्व अनुरुप भएको काम हो । साथै के माधव नेपाललाई संविधानसभामा ल्याउन अगुवाई गर्ने प्रचण्डले दिल्लीको आदेशमा यो काम गरेका हुन् ?
यो प्रश्नकै उत्तर स्वयं माओवादी पोलिटव्यूरो, केन्द्रीय समिति र अझ बढी संविधानसभाले खोज्नु आवश्यक छ । प्रचण्ड त्यहाँ पुर्णजवाफदेहिता र जिम्मेवारीका साथ पेस हुनु आवश्यक छ । किनकि गणतन्त्र भनेको शाब्दिक महत्वको विषयमात्र होइन । राष्ट्रप्रमुख राजा वा रानीको सट्टा सार्वभौम जनाताको प्रतिनिधित्व प्रत्यक्ष या अप्रत्यक्ष रुपमा चुनिएको हुन्छ तर मुलुकको प्रधानमन्त्री नियुक्तिमा बाहिरी हात रहेको दाबी गणतन्त्रका सुत्रधार दलका नेताले गरेको अवस्थालाई संविधानसभा र राष्ट्रपतिले पनि वेवास्ता गर्न मिल्दैन ।
नेपालमा गणतन्त्रकै जग न क्रान्तिको सफलताले हालेको हो । न नेपाली जनतालाई त्यसको पक्षमा यो विपक्षमा निर्णय दिने विधिवत र मान्य अवसर नै दिइयो । दिल्लीमा श्यामशरणको अभिभावकत्व र रेखदेखमा १२ बुँदे समझदारीमा प्रचण्ड, गिरिजाप्रसाद कोइराला, माधव नेपाल, गोपालमान श्रेष्ठ तथा नारायणमान बिजुक्छे आदि नेताहरुले हस्ताक्षर गरी राजतन्त्र समाप्त गर्ने निर्णय गरेका हुन् । तै चुप मै चुपको अवस्थामा पुगेका यी नेताहरुले त्यो मामिलालाई जनअनुमोदनका लागि नचाहनु स्वाभाविकै हो । तर सत्ताबाट विमुख भएपछि प्रचण्डले एउटा अवधारणालाई रिसकै झोकमा भए पनि बाहिर ल्याएका छन् । नेपालमा भारतको संलग्नता विना कुनै महत्वपूण निर्णय हुँदैन । साथै त्यो रहस्योद्घाटन गर्ने क्रममा उनले नेपाली राष्ट्रियतालाई फेरि शुद्धरुपमा भारत विरोध मात्र बनाउने चेष्टा गरेका छन् । प्रचण्डको विश्वसनीया यति कजोर भइसकेका छ जनताको नजरमा कि उनले यदि सही विषय सही परिवेशमा इमानदारी साथ उठाए पनि त्यसमा जनताले खोट देख्नेछन् । दलभित्र आत्मसमीक्षा नभएमा प्रचण्डले एउटा विन्दुपछि आफूलाई फेरि जनताका आदर र विश्वासका पात्रको रुपमा आफूलाई स्थापित गर्नु कठिनमात्र होइन असम्भव पाउने छन् ।
उनको गणतन्त्र र उनको दलले अगाडि बढाएको संघीयताबारे पनि अब गहन प्रश्न उठन थालेका छन् । संघीयताले मुलुक टुक्राउँछ भन्ने मान्यताको साथ जनताबीच गएका राष्ट्रिय जनमोर्चाका नेता चित्रबहादुर केसीको समर्थनमा देखिएका भीड बेवास्ता गर्न नमिल्ने संकेत हो । वास्तवमा विकेन्द्रकृती शासन व्यवस्थाको स्वरुप के हुने भन्नेबारे बहस नै नगरी संघीय लोकतन्त्रको घोषण गर्नु र पछि मधेसी जनाधिकार फोरमसँग प्रधानमन्त्रीको हैसियतमा कोइरालाले सहमति पत्रमा हस्ताक्षर गर्नुले संघीयताको स्वरुप र त्यस पछाडिका नेताहरुको नियतबारे पनि जनताबीच प्रश्न उठ्न थालेको छ।
संविधानसभा राज्यको पुनसंरचना र राज्यशक्तिको बाँडफाँड समितिले प्रस्तुत गरेका अवधारणपत्रले त्यो आशंकालाई झन प्रवल बनाएको छ। प्रतिवेदनको परिच्छेद ९ को ९.१.२. ले राजनीतिक अग्राधिकार सुझाव दिएको छ राजनीतिक अग्राधिकारले संघीय प्रणालीमा बन्ने जातीर भाषिक स्वायत्त राज्य र स्वायत्त इकायमा सम्बन्धित क्षेत्रका जाति वा भाषिक व्यक्ति नै राजनीतिक प्रमुख हुने हुन्छ । यो संभवत प्रतिगमनको निकृष्ट उदाहरण हो संघीय गणतन्त्रका नाममा । किनकि यो प्रावधान सकारात्मक प्रावधान या विशेष अवसरको सिद्धान्तको मान्यता विपरीत छ।
अहिलेका राजनीतिक दलहरुले संघीयता र गणतन्त्रलाई सत्ता सुविधाको बाँडफाँडको स्वतन्त्रताका रुपमा प्रयोग, उपयोग र उपभोग गर्दे आएका छन् । अवधारणबाट भन्दा उनीनहरुको चरित्र र व्यवहारबाट गणतन्त्र र संघीयताप्रति जनताको तिरष्कार या आशंका तत्कालीन राजा ज्ञानेन्द्रले सत्ता बुझाएर सत्ता त्यागसम्मको दुई वर्षमा उनले देखाएको नेतृत्व क्षमता, चरित्र र नयाँ राजनीतिक प्रयोगप्रतिको सकारात्मक रवैयाले उनीप्रति जनता आदर बढेको छ।
गणतन्त्रमा देखिएको कोइरालाको पुत्रीमोह, प्रचण्डको परिवामोह, उपेन्द्र यादवको कुर्सीमोहले गणतन्त्रको जग कति कमजोर र छद्म प्रकृतिको रहेछ मुलुकमा, यो देखाएको छ। यी कमजोरीहरुले समीक्षा र निराकरण विनाको गणतन्त्र त एउटा पाठ्यपुस्तकको लेवलबाहेक, के हो र ? राजसंस्था या राजतन्त्रको सान्दर्भिकता गुणदोषका आधारमा त्यसको ऐतिहासिक पृष्ठभूमिमा नगई प्रक्रियाबिहीन हटाइएकामा पनि उनीप्रति जनताको सम्मान बढेको हो । दलहरुको सत्ताको खिचातानी अर्कोकारण बनेको छ , उनको सकारात्मक छवि बन्नुमा । गणतन्त्रया कुनै पनि व्यवस्थालाई संस्थागत त जनताले मात्र गर्ने हो। त्यो अवसरबाट जनतालाई बञ्चित गर्ने र सबै परिवर्तनका लागि छिमेकी या कुनै मुलुकलाई श्रेय दिने प्रवृत्तिले मुलुक उपनिवेश बनिसकेको जस्तो लाग्नु स्वाभाविक हो । जनताको सशक्तिकरण, दलहरुभित्र आन्तरिक प्रजातन्त्रको स्थापना, नेताहरुको क्षमताबारे नियमित रुपमा दलमा बहस हुने प्रावधान र सम्भावित तथा प्रत्यक्ष या अप्रत्यक्षरुपमा आएका वैदेशिक हस्तक्षेपमाथि बृहत छलफलका साथ राष्ट्रिय समझदारीको निर्माण विना प्रजातन्त्रले या कुनै पनि व्यवस्थाले स्थायित्व पाउदैन । पहिलो गणतन्त्र दिवसमा देखिएको विभाजन र उत्साहको कमीले त्यसको आवश्यकता झन् बढाएको छ।


२ सय २८ जना लिएर उडेको जहाज आन्ध्र महासागरमा वेपत्ता

ब्राजिलको रियो दी जेनेरियोबाट २ सय २८ जनालाई लिएर फ्रान्सको पेरिसका लागि उडेको एयर फ्रान्सको एउटा जहाज आन्ध्र महासागरमा वेपत्ता भएको छ । एयर फ्रान्सले जहाज वेपत्ता भएको पुष्टि गर्दै त्यसको खोजी तथा उद्धार गर्ने काम भइरहेको बतएको छ । ब्राजिलले पनि समुन्द्री तटमा खोजी सुरु गरेको छ । जहाजमा २ सय १६ यात्री र १२ जना चालक दलका सदस्य रहेको बीबीसीले जनाएको छ । फ्रान्सेली मन्त्री जिन लुइस बोर्लोले जहाज दुर्घटनामा परेको हुनसक्ने बताएका छन् । "जहाज अपहरणमा परेको छैन"- उनले भने ।


अमेरिकाको सबैभन्दा ठूलो कार निर्माता कम्पनी जनरल मोटर्सले आफू टाट उल्टिएको घोषणा

अमेरिकाको सबैभन्दा ठूलो कार निर्माता कम्पनी मध्येको जनरल मोटर्सले आफू टाट उल्टिएको घोषणा गर्दै निवेदन दिएको छ । यो निवेदन सरकारी सहायता घोषणाको माग गरेर दिइएको हो ।
अमेरिकी इतिहासमा कुनै प्रमुख कम्पनीले आफूलाई टाट उल्टिएको घोषणा गरेको यो पहिलो घटना हो । यो घटना पश्चात कम्पनीलाई सरकारी सहायताको घोषणा गरिने र उसको पुनर्गठन गरिने सम्भावना रहेको समाचार संस्थाहरुले उल्लेख गरेका छन् । औपचारिक रुपमा टाट उल्टिएको घोषणापछि जनरल मोटर्सका कयौं उत्पादन एकाईहरु बन्द हुने र अमेरिकामा लगभग २० हजारले आफ्ना रोजगारीबाट हात धुनुपर्ने छ ।
अमेरिकी राष्ट्रपति बाराक ओबामाले यो आपतकालीन सहायता योजनाको घोषणा गर्ने समाचारहरुमा जनाइएको छ । राष्ट्रपति ओबामाले मोटर्सलाई ३० अरब डलरको सहायताको घोषणा गर्नसक्ने बताइएको छ । यसअघि नै सरकारले मोटर्सलाई टाट उल्टिनबाट जोगाउन २० अरब डलरको सहायता रकम दिइसकेको छ । सहायतापश्चात कम्पनीमा सरकारको हिस्सेदारी ६० प्रतिशत पुग्नेछ ।
गत वर्ष देखि सुरु भएको डरलाग्दो आर्थिक मन्दीका कारण अमेरिकामा कारको बिक्रीमा भारी गिरावट आएको छ र जसको कारण सवारी साधन निर्माता कम्पनीको अवस्था उल्लेखनीय रुपमा खराब भएका छन् । सवारी साधन निर्माता कम्पनीहरु घाटामा गएपछि हज्जारौं कामदारहरुले रोजगारी गुमाएका छन् ।

I am married with Neema and have twin sons Elesh and Arnav. Professionally I am in operations management and possess B.S. in CIS, M.S. certificate in Project Management from University of Maryland University College, and Technology Management from Johns Hopkins University. I am the current vice president of ANA and chairperson of 2009 San Francisco Bay Area ANA Convention. I was also chairperson of 2008 Baltimore Convention; ANA general secretary from 2003-2007; Convener of 2002 Washington, D.C. Convention; founding president of Nepali Youth Organization, founding member of DC Athletic Club, and have organized numerous programs and efforts of Nepali community for over a decade.

My dedication to Nepali American community has always been important in my life in the past, presently and will continue to be in future. I am not swayed by those who find it easy to comment from the sideline or talk grandly of what is wrong and how to fix it but never participate in the process to see how difficult it is to actually work year after year for incremental changes. Following are some of the tasks that I have undertaken on behalf of ANA.

- Brought committed youth participation through ANA sports since 1997. Today ANA sports is the largest and one of the most important events of annual convention.

- Managed group of diverse D.C. community leaders for ANA convention with introduction of several events including women and children focused activities in 2002

- Implemented latest technology in facilitating ANA functions, including introduction of teleconferencing, social networking, and online infrastructure

- Conceptualized and introduced sub-committee structure to ANA executive committee

- Plus many other major organizational, and minor functional changes

After careful considerations and due deliberations I have asked the following young and dynamic leaders of Nepali Diaspora to join me in the team to lead the next ANA executive committee. Below are brief introductions.

Medini Adhikari for Vice President
(Centreville, Virginia)

Medini Adhikari and wife Anju live in Northern Virginia. Medini is a validation engineer by profession with specializations in FDA compliance and software qualification. Medini holds M.A. in Applied Economics from Minnesota State University and M. S. in Communication Technologies from Strayer University. Medini is currently the General Secretary of ANA and has been serving the organization since 2002 DC Convention. Medini was executive member of ANA from 2003 to 2007 where he worked as the Sub Committee Chair of Student Affairs. Medini started his service to community as the President of International Student Association of Savannah Tech, Georgia in 1997 and served as executive member of the United Nations Student Club in 1999 while in Minnesota State. Medini enjoys helping people and loves to create public networking, teaching economics at university, and solving problems.



Dhiren Gurung for General Secretary
(Dallas, Texas)

Dhiren is married to Samita Ghale and they have one son and one daughter. Dhiren is an IT professional specializing in Data Management and a MBA trainee at University of Dallas. Dhiren has a devoted service to the community as ANA Treasurer (2007-2009), ANA Executive Member (2003-2007), ANA Sports SC Chair (2003-2005), Newah Cultural Association of Texas Advisor, Health and Education for Nepal President (2000-2004), and University of Central Oklahoma Student Leader.



Ajay Dev for Treasurer
(Davis, California)

Ajay Dev is married to Peggy and have Kishan who is now 14 months old. Ajay is Civil and Environmental Engineer and received his B.S. and M.S. from California State University at Chico. Ajay works for State of California for Department of Water Resources in Sacramento. Ajay is the current Co-Convener of 2009 ANA San Francisco Bay Area Convention and has been executive member since 2007, and member of Board of Director of Nepalis and Friends Cultural Association (NAFCA), Davis, California; coordinator of Nepal Association of Global Cooperation.



Sirish Bhojpure for Information Director
(Denver, Colorado)

Sirish Bhojpure was born and raised in Kathmandu and is currently residing in Denver, Colorado with his wife, Kripa Shrestha. Sirish graduated from University of Nebraska at Kearney with B.S. in Computer Information Systems and Business Administration. He is currently a manager at Deloitte Consulting and manages ERP Software Implementation and IT Strategy projects. His has served the Nepali community managing numerous events for Rocky Mountain Friends of Nepal, Friends of Nepal at New Jersey, Nepal Wireless - Mahabir Pun's Project and ANA conventions. He has served as ANA Executive Member since 2007 where he chairs the Cultural Sub Committee.

Dear ANA members,
I am offering myself as a Presidential candidate in the upcoming ANA election.
My decision to contest the election came at the last minute after a careful consideration.
I believe, after twenty seven years in the business and well recognized brand name, Association of Nepalis in America (ANA) can and must do better as an organization
As you know, Nepali population in US has grown from several thousand in early 80’s, when ANA was created to about one hundred fifty thousand, today.
Such explosion of Nepali population has created a new need and opportunity for ANA to expand beyond its about five hundred or so paid membership and single event (July fourth convention) organizing entity to a more representative membership base organization with diverse programs and events.
That is only possible by creating an environment and attracting new breed of leaders, who have vision, intellect and ability to lead. However, instead of opening the door, the current ANA leadership has recently helped pass the bylaws which puts restriction on ANA members from running for the office without previous experience as a board member.
I believe the new restriction is not only against the democratic principal but also against ANA’s interest, as it deprives the organization from qualified individuals.
I have been involved in non-profit organizations for over thirty years, including, some, I have founded and co-founded. Several of those organizations are still operational after thirty years in business. Those organizations have done very well without such restrictions.
ANA is at cross-road and its relevance in the future will be determined by its commitment to change and embrace new ideas.
Therefore, I am offering myself as a candidate for real change.
If elected, I will repeal the restriction by changing the bylaws and creating environment for more able Nepalis to lead ANA into the future. I will also introduce new ideas to make ANA attractive to the new quarters of the Nepali Diasporas and new strategy to enlarge ANA membership base.
Besides being active in Nepali community, I have also been a board of director for Airport advisory committee for City of Tracy, candidate for City council and published over several dozen articles in Nepali as well as American newspaper. During my campaign in 2006, Tracy Press (local newspaper) has endorsed my economic idea by quoting “Adhikari has a great mind for economic-development strategies”
